Start with the harvest level, not the location
The tutorial explicitly says Swirler 1.0 can only harvest level-1 resources. Later footage and retail tips show that upgrading gadgets opens additional material tiers. That is why a resource can be visible in front of you and still be impossible to collect.
Retail tips describe five gadgets — Builder, Fishing Rod, Glider, Scooper and Swirler — with four levels each. For the Swirler, higher levels mean access to more raw materials. A separate achievement requires upgrading the Swirler to maximum level, while another asks you to overheat it ten times.
Upgrade priority
The Swirler is a strong early priority because blocked materials can stop crafting chains. The reported Gleam Reef chain is the clearest example: Woodthorn is tied to stronger Swirler progression, so the “where is Woodthorn?” problem may actually be “why is my Swirler too weak?”
